With China's accession to the WTO in 2001, the tobacco industry which has a monopolistic position began to face domestic and international double pressure, in order to seek development and enhance international competitiveness, in 2003, China's tobacco industry began to reform the industrial and commercial management system and establish a unified national and decentralized management of cigarette sales network system. In which all cigarette industrial enterprises can realize fair competition by the separation of industrial and commercial. After that all the enterprises had carried out information construction, and formed a more complete closed-loop supply chain network of cigarettes. But the defects become more obvious with the deepening of information construction. Especially the industrial and commercial can not share the information, resulting in supply chain broken. How to get through the supply chain and how to achieve a seamless connection between cigarette sales and how to achieve rapid delivery and transport of tobacco products become a hot topic of present research.Cigarette supply chain issue is one of the most major issues which is the most difficult, most challenging and best embodies the characteristics of the industry. From the perspective of the entire supply chain, this article'aim is to build a system which can manage the marketing, warehousing, transportation, distribution. The system makes the process that from the order issued to the delivery more efficient and the response to market much faster and meet the market demand in the shortest time. We will build a strong marketing and modern logistics system and archive the "online rationing, modern logistics" target finally. This paper's main work includes the following three aspects:(1) Establishment of a multi-level inventory-sales ratio control system. With the supplier managed inventory as the entry point, we introduce the multi-level inventory-sales ratio control system to combine the order processing and inventory management. And we introduce the multi-level inventory-sales ratio control system to inventory control and then we proposed an inventory control strategy which is an active supply strategy. It will monitor and warn the key indicators such as market trends, inventory, and delivery by the establishment of warning mechanisms and risk management based on inventory-sales ratio(2)We establish the analysis model of marketing systems industry. From the business processes of tobacco manufacturing industry supply chain, we create real-time delivery model by the analysis of plan, real-time delivery, logistics and the inventory-sales ratio control system, active supply theory. Secondly, we apply the GIS/GPS and other advanced technology to the logistics system. For the purpose of fast delivery we make research on intelligent scheduling algorithm and optimize the distribution route.(3) Establishment of a collaborative marketing system based on SOA, the establishment can achieve communication between heterogeneous systems, eliminate information silos, make the information exchange, enjoy and collaborative marketing between industry and commerce.From the above, firstly, we optimize the marketing business processes and propose the supplier's active supply theory. Secondly, we combine the marketing and logistics, after that it improves the ability of respond quickly to market greatly by the close integration. Thirdly we build the marketing system based on SOA, it makes the interaction between heterogeneous systems of industry and commerce more convenient and unobstructed, then the both can gain the first market information and make a quick response, at last the industry can sign and deliver the order quickly.Finally, the author summarized the research work of the paper, pointed out the shortcomings of current research and predicted the development trend of the tobacco industry information system in the future.
