More comprehensive and stable daily operation and maintenance management are required since the China Taxation Administration Information System (CTAIS) and more other tax information systems were deployed and applied at the provincial level in 2006. In practice, a database administrator may need to manage and maintain multiple databases in the same time. Routine manual inspection to detect and troubleshoot can't meet the security requirements of business systems no longer. To make business systems run more efficiently and stably, it's necessary to use monitoring tools to automate the collection, status monitoring and performance analysis of databases.To achieve customized monitoring requirements, this paper studied on 18 tax-related business systems of Guangdong province and focused on main problems and daily duties in monitoring and management of 12 Oracle9i databases and correlative backup and replication software. It did system analysis and case studies and captured monitoring control and management needs through environment and contents analysis. The paper proposed an overall system architecture frame and completed the module design and studied the core technology in the design. It designed and implemented a multi-database control and supervisory system based on Oracle9i. The work finished in the paper is as follows.Firstly, it designed a multi-database control and supervisory system based on three-tier B/S structure and the research of the characteristic and monitoring demand of existing tax-related business databases and hierarchical monitoring and management model. It proposed an overall system architecture frame and described the system functions and modules design.Secondly, it implemented a multi-database supervisory system on the basis of the above studies and J2EE technology, which could perform the functions of configuration management, user authority management, event detection, real-time supervision, alarm management, statistical analysis and charts. Function and performance test had been taken to prove that the system was feasible and was a good solution for main problems in the process of monitoring and management of the tax-related databases with very low impact on the normal business.The research of multi-database control and supervisory system can solve the problems in the database monitoring for Guangdong province. It can establish the mechanism of maintenance and management for the stabilization and high efficiency of database. This study aims to establish unified, standardized and business-oriented monitoring indicators and achieve centralized management of monitoring data through data integration tools. It research on a system that can satisfy the monitoring demand of all tax-related databases for provincial administration of taxation and integrate multi-database monitoring. We can establish an effective and user-friendly monitoring system to facilitate the database administrators in daily work and to release them from the complex and repetitive daily monitoring work through this research.
