Management of our country's personnel file was well-established and has already a long history. During the development process from ancient times to today it has gradually formed a series of more mature way of thinking, management thinking, management methods and models. However, in recent years, with the rapid development of market economy and globalization trends in the emergence and development, China's social structure is becoming more and more flexible, along with large numbers of mobile workers, which makes the original personnel file and its traditional management means facing a serious challenge. With a large number of frequent movement of personnel, China's traditional personnel system will soon be broken, more and more people becomes "social personnel". Thus the personnel file which ware previously regarded as a symbol of citizenship are now regarded only as an "optional" worldly possessions by some people. These people think that the relationship between the personnel file and their work and life is no longer so tightly closed to each other. Thus their disposal of their personnel file has become more casual, even indifferent to them.Thus, there appeared a large number of "abandoning file "phenomenon in recent years, and increased year by year, which directly increases difficulty in management of the mobile personnel's files, and the burden on their work and life as well as society and the employers. This has restricted the full use of this great human resource, which has further brought adverse effects to the healthy and orderly development of China's market economy construction and incalculable negative impact to the development process of China's social, economic, cultural and other undertakings.View of this, the thesis starts from the concept and connotation of mobile personnel, describes the concept, main components and their characteristics of mobile personnel, and then leads to the current "abandoning file"with a more detailed analysis of its cause and the serious impact of the "abandoning file " phenomenon in current stage. Through the in-depth analysis upon the cause of "abandoning file " phenomenon the author makes some preliminary recommendations on the current reform of personnel file management, which hopefully helps in building up a set of new personnel file management models and management systems which match with the demands of China's rapid development of socialistic market economy and current status of the frequent but reasonable flow of human resource, greatly reducing the "abandoning file " phenomenon during the rational flow of human resource as well as various problems arising from the phenomenon, offering better services for our social, economic prosperity and development and so on.
