With the development of video surveillance system, technical specifications for inter-domain video surveillance networking and sharing is used more frequently. It mainly solves the difficulty in sharing resources between local surveillance system and other surveillance systems which is designed in different industry standards,as to improve the utilization of surveillance resources, and finally achieves Large-scale surveillance system resource sharing.A software system is designed based on the technical specifications for inter-domain video surveillance networking and sharing, it runs on linux platform, use TCP/UDP. SIPand domain socket to establish a new module named Signal Gate(SG), which can help fulfilling the demands of the interconnection among video surveillance systems.It implements the resources sharing between local and standardized surveillance systems,and gets lower coupling and better expansibility.Moreover,in order to improve message forwarding speed, this software optimizes the message delay by optimizing code and sequence, and finally test shows that average message forwarding time-cosuming is below 100ms.Last,for the purpose of improving the quality of audio and video.this software uses audio and video segmentation synchronization algorithm for sending data, Using the combination of audio adaptive jitter buffer algorithm and video de-jitter algorithm to reduce the jitter and packet loss rate.Finally test shows that in-stream synchronization delay below 200ms and out-stream synchronization delay below 180ms.
