The cluster router based on ForCES (Forwarding and Control Element Separation), proposed by ForCES working group can satisfy the proposed next-generation open, flexible and programmable demands. To make the users use ForCES cluster router more efficiently and transparently, this paper research on building a resource management system in ForCES cluster router.Firstly, we introduce the overall framework of ForCES cluster router and basic concept of cluster resource management system, on this basis, we proposed architecture of resource management system in ForCES cluster router. Secondly we make a research on the scheduling algorithm of resource management system and analyze the disadvantage of current job scheduling algorithm, In order to resolve those problems, we proposed Reservation Backfilling-Large Job Priority (RB-LJP) algorithm. Then a set of resource allocation strategy has been studied and implemented successfully, which is based on two classical resource allocation modules-"Job-Oriented resource allocation" and "Resource-Oriented Job Selection".In the end, we tested the function of resource management system in ForCES cluster route, and proved the correctness and feasibility of the proposed designs of job scheduling algorithm and resource allocation strategy.
