With bidding for the promotion of business in various industries, the complexity of bidding is rising. The standard bidding program management services include the tender, bidding process management, contract execution management, analysis of the tender results, tender statistical analysis and decision support, cost management and other services. With the tender business processes involving document management and a higher level of complexity, the traditional manual process of bidding for the management there is bidding lack of impartiality of the process details of the confusion, loss of documents and contract documents is easy, tender results and statistical analysis capability deficit. Therefore, the establishment of business for the current status of the table move the business investment and information management systems become necessary.For the various industries and business processes of binding information management, this paper use object-oriented analysis and design, and Unified Modeling Language as a needs analysis modeling tools to achieve a line bidding service information management system. In the system design process, the paper distributed by users of the system analysis of the characteristics of wide, choose to use the J2EE-based layered B/S architecture. In order to improve the maintainability of the system, reducing the amount of system code development, this technology used in the realization of Structs + Spring + Hibernate based framework for multi-tier J2EE component technology architecture. Lightweight components through the design and effective for the view layer and business logic separate, while reducing the code development effort.Under the framework of above design, this paper use UML-based modeling method for bidding core business operations in the dynamic modeling and static modeling analysis. And then we build the overall business of database design. Meanwhile, this paper realize the Web-based business management system and design the system network architecture, software module structure, defined in detail and describe the function of each module.This paper solves the key problems include the following:1,We proposed a credit rating based on expert evaluation and assessment of calibration methods. Systems through various types of expert information management, tender evaluation group of experts in the lottery to generate assessment and, based on historical performance of the tender evaluation unit information. Then the system will decide the best one in the bidding companies.2,For the problem of the overall business management of the tender process complexity, the traditional business processing system architecture design, joined the business based on JBPM workflow engine is proposed. In the system design and implementation process, system completes the overall business process modeling, audit control and status tracking through the workflow engine.3,Customizable report generation management. In the bidding process, systems include a large number of business management need to customize reports and documentation. In this paper, we design a report generation engine through development and design ideas of MDA. You can easily generate various types of data reports using the designed engine.The design and implementation of binding project management system, improve processing efficiency, solve many problems in the course of business, provide many functions such as business process automatic processing, expert management, effectively solves the waste of staff, time and resources in system project management declaration, assessment management.
