With the rapid development of mobile communications and broadband wireless access,people come to realize that the future trend of development of mobile communications is not technically dominant, but a variety of wireless access technologies coexist and complement with each other, offer a diversity of access services, seamless mobility, and effectively meet the demand for personal communication and access to information. In future, mobile communication network is expected to evolve towards broadband, flat, ubiquitous, and all-IP of heterogeneous wireless converged network, and ultimately achieve "at any time and anywhere with anyone for any kind of information exchange" goals. Between different access networks in heterogeneous networks, available resources, as well as the use and management of radio resources are in different ways. Therefore, it's needed to establish a joint radio resource management for joint management of radio resources between the different access networks.In this paper, the 3GPP joint radio resource management model and the joint call admission control algorithms are firstly analyzed, which are not widely researched and apply only to some single scenario. Analysis finds that these algorithm models are based on the number of basic bandwidth units occupied by services and neglects how to get the bandwidth according to the service QoS requirements. Therefore, WCDMA and LTE system as an example, this paper solve the problem of the "equivalent bandwidth". According to the QoS requirements of different services,it can be calculated that the system bandwidth resource the service occupied by equivalent bandwidth.On the basis of the "equivalent bandwidth", it presents joint call admission control mechanism in chapter IV. Joint Call Admission Control nechanism Mechanism proposed in this paper Joint Call Admission Control nechanism Mechanism proposed in this paper has two innovations: Session Splitting and dynamic threshold. At last, Analysis and simulation show that the mechanism proposed in this paper have better performance in call blocking rate and handover dropping rate.
