With the development of society and the progress of science and technology video monitoring field has developed rapidly in the past over ten years. Applications of video monitoring system have become wider and wider, and its forms become more diversified. Furthermore, the deployement of 3G wireless broadband networks make video transmission technology entered a new era. Nowadays, wireless video transmission based on TD-SCDMA, a 3G wireless standard system developed in China, has become one of the hottest research points.This paper describes the design of a video transmission system based on the TD-SCDMA 3G network. In the system, two computers are used for client and sever repectively. The client computer is used as the equipment for video data acquiring, data processing and sending the acquired video data to TD-SCDMA network. The sever computer is used as the equipment of video data storage and management. The transmission network connecting the client and sever is based on Internet and TD-SCDMA.This paper firstly introduces overall design scheme of the system. And then the design of software modules are introduced, including tilt control software module, video data acquisition module, storage and management module and video data transmission controlling module. The client computer is also used to control tilt action based on the protocol PELCO-D. Instructions from the client computer are sent to the tilt via serial interface. Digital cameras conect the client via USB interface. Video data acquisition and JPEG compression are completed by using the program designed based on the MATLAB platform installed on the client computer. Network Socket programming is used for video transmission and tilt controlling. The client and server softwares are designed according to MFC framework development.This paper finally introduces system experiments and debugging. Experiment results as screenshot forms are given, which show that the design is appropriate.
