The government procure system has become an indispensable part of government departments in order to meet the electronic needs of government procurement for the purchase requisitions,purchase approval, and process monitoring, which is to ensure the whole procurement process is fair, just and open. For a government agency, its internal structure might adjust and reconstruct at any time, which would cause the procurement approval process and procurement approval mode change. It's a crucial question that how the government procurement system responds to this change in real time. Therefore, the study of government procurement system's developemnt which is based on the workflow technology has important significance.At first, this dissertation describes the current research status of the workflow at home and abroad, makes analysis on it, and reviewed the concept of workflow, workflow management systems and workflow reference model. This thesis makes in-depth analysis and contrast to the common workfolw engine in domestic market through four aspects:flexibility, efficiency, execution speed, and scalability, and also analysis the demands of the government procurement system. Combined with the actual situation, the jBPM has been used as workfolw engine to conduct applied research at last. The in-depth analysis of the jBPM internal scheduling algorithm which includes its scheduling mechanism, enforcement mechanisms and the internal architecture would works together with the integrated jBPM and SSH framework, and then a jBPM and SSH chart will be designed. After the analysis of integration method and its advantages, the jBPM and SSH intergate scheme can be used in the government procurement system. It can resolve practical problems on the purchase requisition approval and approval process monitoring in the government procurement system.This thesis does analysis and research on the existing workflow model and workflow management system. As the existing workflow meta model and architecture is proposed in the 1990s by the Workflow Management Coalition, all these are not comprehensive enough for today's workflow engine design reference. In this thesis, the analysis of existing workflow model and architecture help autor find its shortcomings, and get a new workflow model which is expaned and inproved according to the actual needs. This new workflow model designs a new workflow management system, and it would be more comprehensive and flexible based on the original one. A clear idea is provided to the design of new workflow engine and make sure the application of developed workflow engine is more flexible, the function is more perfect and can be well adapted to the current complex business needs and take convenience to the actual problems'resolution.At last, this paper analysis the overall structure of procurement approval monitoring system design, and designs system application and architecture and function. The mainline of such analysis is procurement process in the government procurement system, and is based on system function analysis. After in-depth analysis and design to the procurement approval monitoring, and case analysis to it's function, a class diagram and data table structure diagram can be designed, this would solve the problems encountered by the jBPM and SSH integration technology in the development process. Finally the application of jBPM and SSH integration technology help to achieve the approval of procurement monitoring system.
