With the development of Internet, much more information is there on the Internet, so do learning resources, they providing people expansion resources to study on. But it is becoming increasingly difficult to find information.The traditional information retrieval system can't satisfy the requirement any more. For example, the retrieval based on the key words lacks the ability to express and manage the semantic, results the retrieval's disadvantage; the full text search expands search range, results the retrieval's disadvantage. In order to overcome the traditional information retrieval's disadvantage, it is necessary to investigate new information retrieval technology. Semantic web technology can provide support for semantic retrieval. The semantic retrieval results in the improvement in the precision and completeness. So investigating semantic retrieval has important and academic content and practice sense.This paper brings up the key reason that caused disadvantages of the traditional information retrieval system by analyzing these systems, and proposed that semantic retrieval can handle the problem. This paper introduced the current status, development, grades and characteristics of semantic retrieval. The reasons why semantic retrieval is more effective than the traditional information retrieval was also described in this paper.In this paper, I design and implement the ontology-based retrieval system. The system's basic function mainly includes the onstage function and the backstage management function. Backstage management function includes building ontology and saving ontology into database. The backstage management function is aimed at laying the groundwork for the onstage function. The onstage function provides search function for its users. At last, the main work of this thesis was summarized and more research work that needs to be done was also brought forward.
