With the development of information technology, the Information System (IS) is more and more widely used in various industries. The standing of IS in the information construction of enterprise has been especially improved. Its construction has direct influence on the core competitive ability of enterprise in some industries. Although, because of the changes of the internal factors and external environment of enterprise, a lot of IS projects have many risks. The requirements change is one of the top risks and influence the quality and result of IS projects. So, how to manage the requirements change of IS to ensure the smooth completion of IS projects has become an important subject and research hot spot in the sphere of requirement engineering.This paper introduces a Scrum agile development model of IS requirements change management. It can effectively improve the requirements change control and reduce its risks. Firstly, the paper introduces the related theories of Requirement Engineering, requirements change management and Scrum, based on, summing up some key problem and their solutions of requirements change management of IS, such as requirement tracking, version management, group decision and so on. Then, connected with the actual situation of a typical IS project, Scrum agile development model is applied to IS requirements and a new requirements change control management method is proposed. Finally, the control method is applied to an actual project case. Requirements change will be recorded and tracked according to the method. The results prove the requirements change control management method based on Scrum is feasible and effective, t of the change of demand.
