After a series of adjustment of economic structure in dalian, it is still unreasonable, leading to slower overall economic development. According to the research of macroeconomics, it is inspected the changes in economic structure from the quality and quantity. It is said that economic change can be summarized as annual changes of the level of GDP from the quantity, From the qualitative side, the main changes in economic structure refers to the evolution of industrial structure, namely, the rationalization and advancement of industrial structure. Through the research of the topics, it is analyed the changes of the economic structure of ten cities and counties in Dalian, it is helpful to provide useful information to develop reasonable policies for the government. And selecting the right the focal point of adjustment, it is a sustainable and optimized development path in the end.It begins with an overview of industry development at home and abroad, and the development context of the classical theory of industrial structure in this article. It is learned about Petty - Clark theorem, Hoffman proportion, Kuznets theorem, "Standard Structure" of Chenery. History as a mirror and examples to the contemporary, it is researched by the combination of ancient and modern. It is included the following sections in this text: first, the changes of total economy in ten cities and counties in Dalian. It is analyed the status of total economy and the differences between different regions from GDP and per capita GDP in the ten cities and counties in Dalian, with researching development potential by the growth rate of the two indicators in every city or county. Second, the analysis of the changes and the ability to change in industrial structure. It is used SPSS software to quantify the data, building model, so it is studied the ability to change in industrial structure and the differences between different regions in the ten cities and counties in Dalian. Third, contribution to economic growth from the changes of industrial structure. Finally, the recommendations of coordinated development in each city and county in Dalian.It is mainly researched on the capacity to the changes of industrial structure in this article. Accourding analysis of the data, first, it is an overall increase about the capacity to the changes of industrial structure, but more obvious regional differences in ten cities and counties in Dalian. It is 20 times that Jinzhou (2.0856), the maximum score for the degree, is the smallest one , Changhai County (0.1009), so it is seen the non-balanced development in particular. It is"W"-shaped by declining rapidly from the first, while rising steadily with wavy in Zhongshan city. But it still did not rise to the original ranking (fourth) in 2008;Xigang is "U"-shaped by droping sharply from the second and then increasing rapidly , luckily ,returning the original rank up to 2008;Shahekou is falling slowly but then rising rapidly until 2005 (the second), and then declines slowly; Jinzhou District has maintained a sustained rise, wins the champion in 2007 and 2008; it is inverted "U" shape by declining steadily after rising rapidly ranking in 2002 in Wafangdian Port, Lüshunkou area, Changhai. Second, the changes of the growth rate of the ability to change of industrial structure. It, the growth rate of the ability to change of industrial structure in Dalian ,increases gradually with the wavy shape from 2001 to 2008.It can be divided into three phases in this period: first phase (from 2001 to 2003), changes of industrial structure decline rapidly in capacity growth in north three cities (Pulandian, Wafangdian, Zhuanghe City) and Lüshunkou ,while they increases rapidly in the central area ( especially in Zhongshan and Xigang), changing slowly in the remaining cities and counties. The second phase (from 2003 to 2006), it changes with "Z" shape in Zhuanghe, they rise steadily in Jinzhou, Xigang and Zhongshan, and rank the top three; there were minor moving changes in the remaining cities and counties in 2005.The third stage (from 2006 to 2008), the changes rate of industrial structure increases significantly in Ganjingzi, Jinzhou, Xigang and Zhongshan areas, it declines drastically in Zhuanghe, while a slight decline in the rest of the cities and counties.Another focus is that the changes of industrial structure contribute to economic growth in this paper. By selecting Statistical Yearbook datas, and building models, it is analyzed and obtained: First, it changes in the larger Z values in all cities and counties in Dalian in 2002, regional differences are significant. The maximum of Z value is in Jinzhou (0.4683), while the minimum is in Xigang ( 0.0022).The former is the latter by 213 times. The top three are Jinzhou District, Lüshunkou area Pulandian City in ten counties in Dalian, their Z values are more than 0.2; In the bottom three are the Shahekou area, Wafangdian and Xigang, their Z values are below 0.03. Second, the processes of change are very different in cities from 2002 to 2009.And compared to 2002, it appears quite different about Z value changes in ten cities and counties in Dalian in 2009, with the overall trend to increasing first and then decreasing.From the situation in province, the Z value is 0.1453 in 2002, 5.0719 in 2008, then drops to 2.1770 in 2009. The maximum of Z mean value is 5.0719 from 2002 to 2009 in ten counties in Dalian, the minimum is 0.1453 .The former is the latter by 34.9 times, the range is 4.9266. Compared to the base period, Z values of nine cities and counties increase in ten cities and counties in Dalian in 2008, only Xigang declines.By 2009, there is an upward trend in 60% of the counties, they are Xigang, Shahekou area, Ganjingzi District, Jinzhou, Changhai and Wafangdian.
