First this paper uses the index of house price-income ratio to weigh the house property price, Second, it discussed the main games of real estate market that attempts to find out the key reason which keeps the house property price stay at a high level, finally, According to the causes of high price, it gives some useful policy to control the high price.In this paper, the main ideas and conclusions is:(1)It constructs the index of house price-income ratio which conform to our country actual situation, at the same time uses buying-homes model to compute its reasonable sector, Based on these,this paper analyses Chinese house price-income ratio from two aspects:In whole and in the various income communities, proved the high house property price already is the fact which does not struggle. (2) The supply game and demand game of the real estate market cause the high price. According to discussing five games:the game between local government and property developer; the game between property developers; the game between property developer and consumer; the game between, we find out:the local governments take high taxes and fees from property developers for these own benefits, this is the basic reason of high house property price; between property developer's competition is not the price war, but through providing the higher quality house to maintain the high price, this has formed a powerful platform of the high price; Because of the asymmetrical information, consumer is in a inferiority position in the game of between property developer and consumer, who can not but accept the present price, this has safeguarded the high price.; these three reasons cause the high house property price. (3) The path and strategy choice of addressing the high prices: Stressed the central government and local government financial power relations, to break the land monopoly of the local government;Government should be clear responsibilities, and regulate the real estate market by strengthening the real estate market regulator;Build affordable housing in the assessment mechanism, and build a harmonious and orderly housing system to optimize the structure of housing supply; Build real Estate Information System and information disclosure system to enhance the capacity of vulnerable groups' game. |
