A Study On The Fiscal Support Of Xinjiang Local Capital Market Construction

Constructing local capital market of Xinjiang has great senses for Xinjiang on the aspects of making the best use of capital market to financing, optimizing the distribution of resources, perfecting industry chains. Furthermore, constructing local capital market of Xinjiang directly decides whether multi-level capital market will be established. However, local capital market construction is of high risks and external effects. There would be a series of problems and difficulties. It needs the government's participation and supports.The government's approaches to participate and support Xinjiang local capital market construction are mainly fiscal support, such as fiscal imbursing, preferential taxes. This paper focuses on fiscal supporting methods to find out how to construct Xinjiang local capital market.This paper includes 4 parts mainly:The first part,on the foundation of defining some related concepts, fiscal supporting and the local capital market,and showing the related theory about local capital market, analyses the correlation of fiscal supporting and local market construction by using public finance theory. Finally financial support system framework was designed.The second part analyses the situation and characteristics of Xinjiang local capital market nowadays, from the stock market, local property rights trading market, bond market and private equity markets. Then it analyses how fiscal support affects the development of Xinjiang local capital market.The third part introduces the fiscal supporting situation from two aspects of fiscal imbursing and preferential taxes, and points out the shortcomings in the fiscal supporting policies.Based on problems in the previous chapter, the fourth part puts forward some advices on how to perfect fiscal supporting policies of Xinjiang local capital market construction.
