Various evaluation systems, evaluation models and methods have been established during the advancement of research on scenic resort evaluation. The existent evaluation models include experiential qualitative evaluation, technical single-factor evaluation and so on. Some are based on the subjective assessment of the evaluators, which has strong subjectivity. Some focuses on one particular indicator, which is limited to the evaluate of certain technical factors and lacks the comprehensive view of the scenic spot. The existent scenic resort evaluations are confined to the particular item according to the different aims. On one hand, they can't offer a comprehensive and rational scheme because of the vague target directivity. On the other hand, they have neither a holistic control of the future development nor the long-term optimized planning or instructive developmental advice. The scenic resort evaluation is a broad concept which refers to the assessment of a particular item in the scenic spot, a specific direct target, the subjective holistic experience of control, etc.With the tourism boom in recent years, scenic areas are developing faster and faster. Most people tend to visit high-level scenic areas because of the mature infrastructure as well as the appealing overall planning through long-term development. However, the assessment of scenic resort in the realm of the research of scenic resort scale evaluation is still blank. Therefore, this paper is aimed at the shortage within this field, summarizes the weakness and inadequacies of existent methods and then proposes a novel evaluation model --- scenic areas scale evaluation model, based on a systematic estimate. On one hand, the scenic areas scale evaluation model has established a quantitative evaluation model, which obtains a stable predication of scenic areas scale evaluation and clear direction of the assessment based on the model establishment and quantitative data. On the other hand, through the comparison among different scales, it can propose an overall scientific and rational scheme especially for those low-level areas, so as to bring them to a higher level, which has some practical significance.This paper introduces the general idea of model establishment, the selection of evaluation system and its methods. To begin with, adopt the Analytic Hierarchy Process(AHP) to select and filter the index factor. Secondly input the filtered index factor as RBF neural network model and train its network structure based on historical data of rated scenic spots in or to be mature networker to obtain a mature network structure. Furthermore testify the trained structure according to the actual data of scenic resorts and get the ideal prediction, which proves the feasibility and stability of the evaluation model. Finally compare and analyze the final results of the evaluation from the perspective of actual data in scenic areas and index factor and then obtain the planning objectives with a stronger directionality as well as a clearer planning direction, and based on its matter element characteristics we adopt divergent tree method and the optimal evaluation method to the acquire the optimum programming and overall system optimization for the low-level scenic areas.
