Research On The Government To Promote Small-loan Of Urban Low-income Groups

The introduction of small-loans to poor people is to provide financial support to enable them to acquire self-employment or entrepreneurial opportunities. Since 1970s, after twenty years'practice, the small-loan has made remarkable achievements in poverty and rural finance. Therefore, since 1990s, under the guidance of the government, micro finance gradually promote in the city. At present, micro-credit is considered an effective way to promote employment and alleviate poverty.With further extension of small loans, many problems exposed gradually. China's urban small-loan situation is still optimistic. On the one hand it is far from the financial needs of low-income urban groups, on the other hand the development has encountered many bottlenecks, which seriously restrict the re-employment and entrepreneurship of urban low-income groups. This paper considered any effective policy depends on the government's correct guidance. So it from the administrative aspects to research small loan of low-income in city. Firstly, from the development status of microfinance to summarized the problems existed in it, and thoroughly analyzed the causes; Secondly, research on the role and significance of government in promoting unban low-income microfinance; Finally, according to the Chinese characteristic, find out the basic way of governments to improve the small loans of urban.Based on the previous studies, This article seek for innovation from the administrative management angle, meanwhile, in the view of city low-income groups to research micro finance, using the theory research and policy research together, through case analysis and qualitative analysis, overall implementation condition to the low-income groups of urban's small loans are analyzed, advance basic ideas of city low-income small loans,it takes guiding role to the small loans's development policy in the future .
