The construction of Shanghai international shipping center is one of the national "Eleventh Five-Year" key projects. It is an important development opportunity for the surrounding public facilities, such as airports, ports, railways and highways etc. Because of being located in Shanghai, Pudong Airport, one of the major domestic hub airports, could be given more policy supports and public resources from government than other regions and industries. However, with the economic development in the Yangtze River Delta, Pudong Airport faced two challenges. On the one hand, it encountered the threat of water/land transport, or other airports in the Yangtze River Delta. Its tourists were divided. On the other hand, there were a gap between Pudong Airport and other advanced Asiatic hub airport in hardware and software. The gap restricted the speed of Pudong Airport's further development. How to deal with these challenges? First of all, it should be proceed from the competitive analysis of Pudong Airport.On the base of previous studies, this paper provided international development reference programs for Pudong Airport. First, it analyzed Pudong Airport's external competitive environment by Porter's "Diamond Model". Secondly, it analyzed Pudong Airport's intrinsic competitiveness by the evaluation system of hub airports. Finally, it used Hong Kong, Singapore airport management experience as reference samples. With actual competitiveness, Pudong Airport was provided some recommendations of building an international hub airport. Some application of reference in this paper were expects to useful to the development of Shanghai international shipping center.
