"Provincial Governing County" Reform The Practice Of Comparing Its Reference Reform In Fujian Province

Early 80s of last century, China adopted the vertical system of City Managing County. As China's economic and social aspects of development, the system of City Managing County gradually exposed the shortcomings of the county. City Managing County not only increases administrative costs and social costs, but also inhibited the county's autonomy and initiative. To overcome the drawbacks of City Managing County, as well as to better promote the development of county economy . In 1992, some of the provinces led by Zhejiang Province launched another system reform that Province Managing County directly. On the other hand, central government also issued a series of policy documents to promote the reform.From the view of the number of provinces that do the reform and the support of the central government, Province Managing County system has become an inevitable trend. Reform of Province Managing County system is a systems engineering that involves multi-stakeholder and a wide impact, and can not be done overnight, it is necessary to get the experience on the reform of Province Managing County practice in time, in order to achieve Province Managing County reform further. Therefore, this paper the current practice of Province Managing County as an entry point, through comparing similarities and differences about the Zhejiang Province, Anhui Province and so on, and propose to Fujian province's Province Managing County reform one the base of practical experience.This article bases on the comprehensive analysis of Zhejiang, Hubei, Henan, Anhui's Province Managing County reform ,then compares and summarizs similarities and differences between their reform from six aspects of the reform based on the object of reform, the reform model, the path of reform, reform of the effectiveness and he reform problems .This article bases on Zhejiang, Hubei and other provinces'sreform experience, thinks Fujian province has got the conditions for Province Managing County reform. And thinks Fujian province's current reform takes too small steps. Therefore, this article proposes reform principles,reform paths, supporting policies and measures on the experience of reform in four provinces,in order to improve and deepen the reform of Fujian province, I hope the Province Managing County reform of Fujian province can smoothly carry out.
