Study On The Rin-Based Technology Innovation Ability Of Qingdao

The regional innovation network (RIN) is impacting the city of technological innovation capability slowly and quietly, and influencing the construction of innovative city. After the urbanization process of China has achieved a regular degree, constructed an innovative city become a shortcut to change the original extensive management mode, and promote the healthy development of the city. Building an innovative city is a general trend in developing of nowadays, and the important step to transformation of economy development. Improving the capability of technological innovation is the most basic way to constructing innovative city.Firstly, this article puts the research object, background and significance of the research as logical starting points, and puts forward the research content, according to the urgent need of the real world for the technology innovation and the regional innovation network.Secondly, this essay summarizes the related theory especially regional innovation network theory and innovation theory, meanwhile, explores further to the regional innovation network theory of three-dimensional.And then, it reviews the economic of Qingdao, technical development situation and existing problems. This article established the index system including 33 index of technological innovation ability from three aspects on the innovation ability of institution, network, and elements, and evaluated technological innovation ability of ten cities including Qingdao. It combines the method of entropy and principal component analysis method, and evaluates the regional technology innovation ability.Finally, according to the results achieved, this paper finds out the crucial reason why restrict the development of technical innovation ability and comprehend objectively. It also finds out the countermeasures to improving technology innovation ability of Qingdao. We should focus on these measures, such as, the distribution of resources, intermediary support mechanism, construction of innovation network, construction of Industry Cluster and High-tech Enterprises District, and the system innovation of government.
