China's Rural Primary Endowment Insurance Development Direction

In China,supporting for the elderly has been the traditional mode of single-family pension,but the mode has been a huge challenge with the rapid development of modern society , although there exists some unfairness and problems in the patterns of urban basic pension developed in the cities,it has basically solved the problem of the city's pension. However,in rural areas,pension is still a problem to the whole issue of social concern but helpless . Rural agriculture,"386199" employment situation,gradually emerging of the "421" family structure,continuation of the family planning policy,the reality of high-flow but low-income rural labor force, and so on . All these factors make rural single family pension overwhelmed . Therefore,to explore the right direction of the rural basic pension has become priority to solve the problem of rural pension .Current China's pension mode dual separation is the product of traditional urban-rural binary system . Its production is linked to the objective reality in the initial stage of industrialization in China,and the traditional pension pattern also affects .Over time,its unreasonable and unfair is gradually manifesting,and It has been far from meeting the farmers'to needs of enjoying the modern social pension security .This is not only running counter to trends of the evolution of modern social security system,but also on the contrary to the Marxist theory on human all-round development and our essence of building a harmonious society . Whether from the perspective of the needs of the new rural development or industrialization,urbanization,aging social development,or from the perspective of dealing with economic globalization,against the economic crisis and responding to market and the diversification of employment patterns,we must stand on the establishment of a social pension system with comprehensive coverage of urban and rural residents of integration to locate the development direction of the rural primary pension .From the development history of basic pension abroad and the reform experiences of rural basic pension in related countries,it is a big trend. to achieve universal coverage of basic pension . In the development of the domestic history of pension,the author learned the lessons of failure of the old agricultural insurance,calmly analyzed some achievements made by common pilot new insurance,systematically combine the pros and cons of the existing urban basic pension system for enterprise employees,took into account a number of other related pension policy,and hold the idea that a variety of current patterns of rural basic pension is not a full coverage policy,and both old and new agricultural insurance need major reform efforts . It has a long way to go to create a truly modern society's basic pension system in rural areas . In order to meet the international standards and achieve sustainable development,from the long-term planning, we should break the situation of the current social pension system inherent in urban and rural,and against artificial fragmentation of the social pension system and continuing split of urban and rural . We must seek truth from facts from the reality conditions,reform the existing urban basic pension system . On the basis of it,we should use social pooling and individual accounts method,co-ordinate a cash fund accumulated under the section,fully adhere to the accumulation of personal accounts,and build a basic pension system completely covered multi-level integration of all citizens according to this model .In addition,we should adjust the existing multi-mode of rural pension system, retain some more reasonable existing system as a supplementary pension in rural areas . In accordance with the principle of multi-level,from the perspective of preserving the basic, we should adhere to the concept of sustainable development,so that the rural basic pension will eventually be fully integrated into the fully covered rural basic pension system .
