Today and in the history, the energy strategy of coal cities in China has a very important position. The depletion of coal resources in the life cycle of coal cities will bring the traditional leading industries to fail and exit. In order to ensure the sustainability of social and economic development, it's necessary to cultivate and develop alternative and continuous industrials. Although there has been extensive research at home and abroad, but specific to the cities of the coal is rarely. At the same time, a lot of problems exist. Industrial restructuring is in the lack of basis for targeting. The index system of leading industries focuses on selecting multiple target layering. But it's lack of objectivity and science based basis. Flawed research methods and other issues are to be resolved.The selecting mechanism of leading industries in the industry transformation is analyzed firstly. Six factors on the target location of industry transformation are summarized by analyzing 21 coal cities in china. Industrial embedded mode submitted enriches the theory of industry transformation. By studying the interaction among market, government and resource management department, this article reaches a conclusion of the double principal of alternative and continuous industrials. The framework of evaluation index system is determined by soft system method in system engineering theory, when designing index system of alternative and continuous industrials in industry transformation. After that, the overall index system is selected by attribute reduction of Rough theory. Making choice of evaluation methods, conventional methods about alternative and continuous industrials are divided into categories, statistical methods class, efficiency rating class. By studying- the shortcomings of these methods, the method of support vector machine is introduced for the choice of leading industrial. Then the model of alternative and continuous industrials in industry transformation of the coal city is defined. Finally, the article gets results of leading industries in Qitaihe City, Heilongjiang Province.
