China is a large developing country, in recent years, with the sustained and rapideconomic growth and increasing population, the resource constraints and pressure onthe environment that our country faced nuprecedented increased. How to promoteharmony between man and nature, to achieve economic growth and socialdevelopment of comprehensive, coordinated and sustainable development, became anurgent issue needed to resolve in the economic development process. Recyclingeconomy development model was put forward in the context. The building ofeco-industrial parks is an important means of promoting circular economy for allcountries in the world, is the best mode to increase resource utilization, reducepollution, protece the ecological environment.As the construction of eco-industrial park develops deeply, achieved remarkableresults in the same time, also exposed a number of issues, such as the organizationalstructure is impecrpect, the building objective is not clear, lack of technologicalinnovation, and it is the reason for these problems that the government agencise andpark management is lack of the necessary evaluation methods and analysis tools forthe recycling development level of the eco-industrial park, thus unable to fully graspthe operation of the park and make specific development strategies.Therefore thispaper makes recycling economy, indrstrial ecology, and other theories as the guide,comprehensively uses the methods of scientific management and system engineeringdisciplines, studies the comprehensive evaluation index system and evaluationmethods of the eco-industrial. Specific research includs the following three aspects:First, the eco-industrial park development and study status are introduced briefly,at the same time, the theory about cycling economic, industrial ecology and eco-industrial park is expounded. The evaluation index system is established, eachfocusing sector-integrate, sector-specific and venous industry based eco-industrialpark.Secondly, a systematic review of common steps of comprehensive evaluation ismade. The characteristics and deficiency of three already applied methods: greyclustering, analytic hierarchy process, fuzzy cognitive maps are discussed respectivelyand a comparison is discussed. And a model of AHP-fuzzy comprehensive evaluationis designed.Last, 20 indicators are selected from sector-integrate eco-industrial parkevaluation index system based on Tianjin TEDA eco-industrial park to construct anindicator system applying AHP-fuzzy comprehensive evaluation. The result show that the cycling ecomonic development level of TEDA is"good". And the correspondingrecommendations is gived.
