In May,2008,the establishment of China Postal Savings Bank was approved by the State Council.From then on, it has Become a national, full-featured commercial bank.Being a big new state-owned commercial bank, it is pressing to establish a long-term mechanism for risk management and clarify the business strategy further.This paper draws the advanced system of risk management theory,from risk identification, risk analysis, risk planning, risk tracking, risk analysis, etc. should China Postal Savings banks enhance overall importance and urgency of risk management, the current problems in risk management, then it proposed the establishment of postal savings bank system of comprehensive risk management measures.At the same time in this paper, strategic management theory and the McKinsey 7S-model were used to analyse the core competence of the Postal Savings Bank.What was proposed is that the strategies and approaches to enhance the core competitiveness of the Postal Savings Bank.According to the studying on enhancing effectively the core competitiveness and risk management capabilities of Postal Savings Bank, the paper seeks to discuss the integrated management strategy of China Postal Savings Bank,putting forward by building and operating financial holding company to achieve under the same control over the diversification of financial services. Centralized control by headquarters and coordination, close coordination between business units can be achieved such as banking, insurance, funds, securities, which can not only offer one-stop financial services to target customers, but also turn the scope and scale of the economic in theory into an overall competitive advantage in reality,so as to achieve optimization of business and income structure of Postal Savings Bank and full realization of the Postal Savings Bank,transforming it from the savings-functional bank into a modern commercial bank.
