The appeal on the state power between private ownership and public ownership is absolutely different. In the"realiziation"of ownership, the state power plays an important role. In the last three decades, private ownership is an increasingly large share of national economy. It is a pity that the process of privatization is unfair and the tendency of state power is obvious. On the contrary, the public ownership is withering, and what worse is that it also always criticized because of the distortion of state power. And the disparity in the reform has got beyond the limits of one country and especially China.
