Research About The Problem Of Local Government Levels On Solve The Difficulties Of Basic Financial

At present, China is entering into a key period about improving the level of people's live in all aspects, what's more, it has being in the stage of the third strategic target. In order to achieve these two objectives, we must increase the development level of our economy and society greatly. But the level of local government which too much has hindered our economy and society developing further, therefore, reform the level of local government has spywares!The ultimate goal of "Province directly governs county"'s reform is to solve the level of our local government which most of our provinces is ongoing, its essence is remove obstacles that hindered increasing the development level of economy and society。Firstly, the paper analyzes the problems and obstacles which appeared in the process of "Province directly governs county"'s reform; Secondly, it then analyzes the logical relationship between these problems and obstacles for finding its source, which is because of too much the level of local government。If we want to solve these problems and obstacles, whatever, we must reform the level of the local government, we advise our government that it should reduce the level of our local government.On the basis of the analysis which mentioned above, the paper analyzes the theoretical necessity and the practical feasibility about reducing the level of local government. Firstly, it analyzes the theory which about reducing the level of local government; Secondly, it introduces the level of local government about our country's history and the other four developed countries; Finally, it summarizes these practical experience.We suggest two reform path which about reducing the level of local government on the basis of the analysis which about the theory and practical experience. The one is implementing "province and county" two levels of local government system, the other is implementing "city and district" two levels of local government system. We think the first kind of reform path is more appropriate for the actual condition of our country, which is continue to implement the reform of "Province directly governs county", for reducing the level of local government, to achieve the purpose of implement "Province and County" two levels of local government hierarchy. About the second kind of reform path, we think that our country implement it based on the first kind of reform path which has been realized. If we implement the second kind of reform path, we would encounter more problems and greater obstacles, what's more, we would pay more the cost of reform, which leads the fail of reform. So we must take step by step reform, solving the problems and obstacles which appear constantly in the process of reformation, then we can not only assure the reform smoothly, and ensure our country develops steadily and healthy.On the basis of the proposed two reform path above, the paper also puts forward the existing problems and measures which to solve these problems about the relative reforms.
