| In the economic globalization and regional economy integration days, one country must face to both domestic and international market. China is in the center of the northeast Asia economic cooperation, and it has advantage for Heilongjiang province that it is the border to South Korea. Therefore, the level of economic and trade cooperation of Heilongjiang province with South Korea affects the contact of China and South Korea even other countries in northeast Asia. In our country faces the new international economic environment, Heilongjiang province as an area should seize the opportunity of cooperation with South Korea, basis on the actual development economic and trade cooperation and actively participate in the international market competition, and meet the challenges, deepen the reform in order to promoting the development of economic and trade cooperation with South Korea. Heilongjiang province will become an important area of the economic and trade cooperation with South Korea. Under the new trend of regional cooperation, how to deepen Heilongjiang economic and trade cooperation with Korea is a new opportunity of the economy and trade development between Heilongjiang and Korea after the world's economic crisis.Since the formal establishment of diplomatic relations on August 24 in 1992, the bilateral trade volume reached 6.37 billion U.S. dollars in 1992. Followed by subsequent 17 years, bilateral economic and trade relations have developed rapidly, from 1992 to 2008, bilateral trade volume had grown at the rate of more than 23%, on the other hand, since 2002 China has become South Korea's major investment target, by 2008, the number of South Korea's investment in China has amounted to 37816 items; the volume is 26.5 billion U.S. dollars, respectively 43%and 22.8% of their total overseas investments. This has made great contributions to deepen economic and trade cooperation and development for the two countries.Heilongjiang province is in the northeast China, it is China's old industrial base, its heavy industry is evolutionary, geographically close to South Korea, it has convenient access and a unique advantage and a solid foundation in a variety of economic and trade cooperation with South Korea, but the economic and trade cooperation between Heilongjiang Province and South Korea is relatively weak compared with the whole country, in 2008, the volume of trade between Heilongjiang province and South Korea is equivalent to only 0.5% of China and South Korea's. The use of South Korea's investment is equivalent to 3.8% South Korea's investment in China. But in recent years, Along With the releasing of "People's Government of Heilongjiang Province's view on the strategic promotion of trade and economic and scientific and technological cooperation with South Korea" in 2007, and the opportunity of the transfer of South Korean industries, Heilongjiang province should accelerate the development of trade and economic cooperation with South Korea to build all-round, multi-level, wide pattern of opening up, enhance the extroversion of the economy, establish important position in Northeast Asia.Firstly, this paper analyzes the present situation of China regional economic cooperation with Korea. Secondly, on the basis of analyzing Heilongjiang province trade and economic cooperation with South Korea, the paper makes SWOT analysis. Then make measures from all kinds of aspects to deepen bilateral trade and economic cooperation between South Korea and Heilongjiang province, for promoting the development of foreign trade in Heilongjiang province. Therefore, this research is of important theoretical and practical significance for promoting Heilongjiang province economic and trade cooperation with South Korea, promoting development of import and export commodity structure optimization of Heilongjiang province, investment, economic and trade cooperation and creating harmonious economic and trade relationship. |
