| With the accelerating development of economic globalization, the environment problem is becoming increasingly prominent in the 21st century. The State-owned farms, as the main agricultural production units in Heilongjiang province, are facing series of challenges and problems with their surviving development. Heilongjiang province has the largest state-owned farm-group. In recent years, as the mechanization degree of farms increases, the grain output grows accordingly. However, because of the environment problem and ecological destruction, the traditional agriculture's weaknesses become more obvious. The uprising ecological economy has brought in a new train of thought to the innovative development of state-owned farms. The state-owned farms start to launch ecological development with the instruction of government policies in order to enhance environment protection, reform developing mode, and relieve the environment-resource-population pressure. Meanwhile, the ecological construction could also speed up new countryside construction, promote the sustainable development of agriculture, increase farmer income, and pull the city economic growth as well.Based on the development analysis of state-owned farms in Heilongjiang province, this thesis not only analyzed both the internal and external environment of its ecological development systematically, but also elaborated and summarized the strengths, weaknesses, opportunities and threats (SWOT) of the state-owned farms'ecological development in Heilongjiang province. Then, according to the environmental analysis, the strategic vision of state-owned farms'ecological development in Heilongjiang province was brought forward from 3 aspects, including strategic guiding ideology, strategic goals, and strategic content of ecological development. Countermeasures to establish and control the strategy were also formulated. Finally, an empirical research on Chunlei Farm in Daqing city was proceeded. |
