The Study On The Financial Subsidy For Agricultural Insurance In China

China's agriculture has been rapid growth since 30 years Reform and Opening-up. There are many objective risks like drought, floods, plant diseases and pests, fire, hail and typhoons because of the agriculture's weakness. Agricultural insurance is the one of the policy of"Green Box"that supported by the county of the world, which allowed by the WTO, and it is an important measure of economic compensation that increasing the peasant's income and dispersing the risk of agriculture disaster effectively.To compared the development of agriculture insurance of other country to china's experience, Agricultural insurance as the insurance policy that can not be separated from the financial subsidy and Government intervention, one country's development of agriculture insurance to rely on the level of economic development. There are 30% of the countries in the world who has offered the agriculture insurance at present. Since 1982, china restored for agriculture insurance and our country was in a slowly-development for long time, and the agriculture insurance has been operated by commercial company out of the support of the government, this is contrary its"political". However, the good news is that the government established an ideal of agriculture insurance policy clearly in 2004, at the same time ,the government carry out the agricultural insurance as to a cause to promote by giving the measures of financial subsides on tax incentives and premium subsides, which benefit the country and build a new socialist countryside comprehensively .But, We should know that the agriculture insurance policy in our country is in its initial stage ,there are some problems to be solved like: Our country has less financial subsidies on agriculture insurance; Subsidies for agricultural insurance did not form the specific ideas yet; There is no professional laws and regulations for agriculture insurance until now. Therefore, this study mainly references the successes and shortages on the financial subsidies for agriculture insurance from foreign counties, and then, Propose the specific comments on establishment of the agricultural insurance system who supported by financial subsidy in our country. The main content is following:Part one introduce the researches of agriculture insurance and define the concept of agriculture insurance , concluded that the importance of agriculture insurance is policy insurance, which using economic analysis to the financial subsidy of agriculture insurance.Part two analyze the status and problems and the cause of the problems of the agriculture insurance in our country. In the first place , introducing the stages of the development of agriculture in our country; Secondly, the main problems of agriculture insurance in our country is: The reason for embarrassing situation of agriculture on farmers insurance weakness and the insurance company's effortless operation is that the agriculture insurance is lack of financial support of government and insurance company's high insurance premiums and famer's low incomes, thus, it is necessary and urgent to establish the political agriculture insurance. Last, the reason of the problems of financial subsides for agriculture in our country is that farmer's lack of effective demand and government's financial support for agriculture is not enough ,the limited supply abilities of agriculture companies and so on.Part three, To compare the financial subsidy for agriculture insurance, and the management and policy of American with other countries such as Canada and Japan and Philippines ,which concluded that our country should be set up an"Agricultural Insurance Act"for agriculture insurance who fits for China; Design a suitable framework for the operation of agricultural insurance in China; Construction of the financial subsidiey system of agricultural insurance.Part four focus on the practice of financial subsidiy for agriculture insurance in several regions of China and analyze their successes and shortages.Part five gives some ideals to complete the Institutional arrangements and supporting policies for the agriculture insurance in china.
