China's repeated construction, overcapacity phenomenon is getting more secious with each passing day, and even threatens the economy running smoothly. Because of under the investment-led economic growth model for many years, and at the present stage of our country, once the investment form repeat construction, or eventually led to the entire industry or the whole society overcapacity, it will cause a great waste of social economic resources. At present, there are a lot of studies of phenomenon of this kind of economy from domestic and foreign scholars, and it involves different disciplines and different areas. In foreign countries, the excess capacity (?) mainly conceotrated on the meso end micro management perspective, capacity utilization is the index which industry association or the enterprises always pay attention to. In the more developed market economy, foreign scholars tend to use excessive entry, excessive competition, and excess capacity to describe the phenomenon. The assumptions of this analysis is to stringent for China's economic system market environment during the transition period. In contrast, the domestic scholars pay more attention to the study of the existing policy improvement, the more emphasis on the qualitative analysis and the less analysis on quantitative and experience. Due to the lack of the theoretical framework and method system to support, the conclusions are generally short and difficult to achieve.The problem of excess production capacity is a huge task that involves our country economy's all aspects. This paper is committed to the context of existing literature on the order, grasp the information mechanism of excess capacity, summary the countermeasures that has not yet been mentioned or fail to deepen. All of these will make a periodic sense in-depth study of the excess capacity for future.This paper is the basic on summarizes of the domestic and foreign research insults, different research conclusions are being arranged, and system summary of the current view is important for finding the restricting factors which contribute to solving the problem. I will make the analysis and judgment from the definition, evaluation index, the internal mechanism of action and the whole macroeconomic, in order to propose the significant measures finally. The full text is divided into four parts:The first part is the introduction. It discusses the research background, purpose and significance as well as the summary of the research methods, despite the introduction of summary of research methods, not the simple summary of previous research, but classified, divided from the perspective of analysis, to make foundation for the next phase of research.The second part focuses on the repeated construction and overcapacity concept. First of all, this part set out from different point of views, and then discusses respectively the repeated construction and overcapacity connotation and development, and the excessive investment, excessive competition, excessive entry and other similar concept annotates; Secondly, make analysis for different concepts and distinguish the relationship between the repeated construction and overcapacity, then defines the scope of the study; Finally, discusses the overcapacity phenomenon defined standards, and find problems after different standards'overviews have been given.The third part is the overview of formation mechanism of overcapacity and it is also the most core content in the article. This section will be discussed from the direct and deep reasons two large angle. Overcapacity can be formed as the economic operation of a dynamic process, intuitively, that supply is greater than demand will be the excessive formation, so unbalance between investment and consumption has become the most direct reason. In addition, the industry overcapacity emphasis more on market supply and demand environment, so getting too much capacity or the excess capacity cannot be smoothly exit under the market imbalance conditions becomes the second most direct reason.However, what is the force in promoting these form excess capacity investment; why it is difficult to withdraw excess capacity; for the existing overcapacity industry or in the presence of excess risk of industry, what make the enterprises have incentive to invest an additional; these will be attributed to the excess capacity of the deeper reason. In this part of the paper it mainly revealed the overcapacity from the two levels of government and enterprise. From the government angle, focus on the local government behavior target, internal driving force and government participating in the economic behavior of the system factors, the main content includes policy failure, performance evaluation and promotion system, ambiguous property rights, institutional defect and soft budget constraint etc. From the microcosmic perspective of the overcapacity, including modern organization theory, the technical level of enterprises, diversified ownership structure and state-owned enterprise system defects and other aspects, discussed microcosmic level overcapacity formation, it also include market and non-market factors.The fourth part summarizes the available countermeasures and suggestions, and on this bas(?)s leads to supplement and deepen the countermeasure proposal. On the cur(?) overcapacity and processing repeats construction, the existing policy suggestions contain too more aspects and scattered perspective, mainly includes the transformation of the mode of economic development, strict access and perfect exit mechanism, to improve the GDP performance appraisal system and the existing political promotion system, change the functions of local government, perfect the system of fiscal decentralization and so on. Considering the complexity of the problem of overcapacity in China is special and dynamic, and unifies our country the new change of economic environment, curb overcapacity policy recommendations should be more systematic. In this paper, the main recommendations to improve the behavior of the different starting, respectively, from the central government, local government, business and other governance perspective discusses the inhibition of duplication and excess capacity in-depth response. Mainly includes the assessment of indicators of upgrading, promotion, improvement of the system of local government behavior regulation, the deepening of the industrial chain business and innovation capability enhancement.
