On January 9, 2006, President hu jintao made a speech in national conference of science and technology: by 2020, China's capacity for independent innovation will be enhanced significantly; The ability of science and technology on promoting economic and social development, and the national security will increase prominently; The comprehensive strength of basic science and advanced technology research will increase significantly, also making some achievements in science and technology which have significant influence in the world; Entering innovation-oriented country ranks to strongly support the comprehensive construction of moderately prosperous society.?The science and technology development goal set in Nanjing is that, by 2010,?Nanjing will preliminarily become one of the creative cities which have strong innovation abilities. It will lay the foundation for making Nanjing to become a creative city that is in the front row of innovative cities in China and has certain effect in the world by 2015. There are so many research institutes and colleges located in Nanjing that make its scientific basis naturally strong. Meanwhile, the foundation of Nanjing industry is good and strong, and it is the innovation and initiative of science and technology. Therefore,?how to ensure the Nanjing industrial enterprise with strong technological innovation ability is a major issue in the future of Nanjing.Based on the background above, the author firstly reviewed the literatures related with the enterprise technology innovation ability, and analyzed some definitions about the ability of enterprise technology innovation. Then through making full use of economic census dates, we can analyze the status of Nanjing industrial enterprise technology innovation ability that included five aspects which are base condition, funds and human input,? output and the external environment of scientific and technical innovation. In addition, by comparison of the existing evaluation methods, the author selected the non-parametric analysis—DEA method which was used in a relatively more mature,in the evaluation to study the technology innovation ability of Nanjing industrial enterprises. After that, the author constructed index system including five input indicators, output indicators two indicators according to DEA law principles to build index system. There are two facets in the apart of empirical analysis which are transverse technical efficiency analysis and longitudinal productivity index analysis. In the first part, the author made a comparison among Nanjing and other inside and outside provinces or cities in technical efficiency of industrial enterprise technology innovation ability during 2008.In the other part, comparing the dynamic variation of the technology innovation ability of Nanjing industrial enterprises between 2003 and 2008. Through the above analysis, the main conclusion is as followed: comprehensive technical efficiency of Nanjing failed to reach the DEA effectively in 2008; pure technical efficiency was relatively low-ranking and there existed waste phenomenon; the reason for the change of technology innovation ability between 2003 and 2008 was efficiency changes,?technology advanced changes and pure technical efficiency changes, but was not scale efficiency changes. And the pure technical efficiency change was the basic reason, etc. Finally, the author purposed specific countermeasures and suggestions from two aspects of the enterprise itself and the government guarantee.
