Previously, researches about the relationship between trade and economic growth are mainly the researches on the relationship between total trade or export trade influences economic growth, but to import trade, there was less attention. Trade policy,because export trade can lead to the increase foreign exchange income and the increase of job opportunity which benefit economic , the government through visual export subsidies and export tax rebates, and other measures to encourage the export, and for imports in different degrees of tariff and non-tariff restrictive measures. After WTO, with the tariff and non-tariff barriers drastically reducing, imports greatly increased, but China still have huge trade surplus, which results in many trade friction and RMB appreciation pressure, therefore the time is ripe for system and in-depth research on the relationship between import trade and economic growth, the function and the influence mechanism. So in the industrial sector perspective, the import trade how to influence economic growth? Our government how to use tariff trade protection policy adjustment and guide the import trade and at the same time what is the basis our country industry departments tariff policies formulated? All this to our country to further develop and coordinate industrial sector, better play tariff structure import trade role undoubtedly has an important significance.Different from researching country or area trade empirical analysis of the effect on economic growth from purely geography angle, this article from the industrial department launched research, select view from 1990 to 2008 industrial sector as a whole and different elements energy-intensive industries department import and its industrial production, with EVIEWS statistical analysis software, empirical research on different elements energy-intensive industries department's import trade effect on economic growth and imports on the technology progress of simulative effect.Empirical results show that: firstly, contrast to the labor-intensive industry departments, capital-intensive and technology-intensive industry department's import trade has a more significant role in boosting our country industrial development and GDP development; Secondly, the import trade play a significant role on promoting technical advancement.This paper structure is as following, the first chapter is preamble part, mainly including text multiple-choice significance, research approach, innovation point, and the paper structure, The second chapter is literatures review, separately from the import trade effect on economic growth theory and tariff theory of two parts predecessor's research achievements summary. The third chapter first introduce the import trade of the general situation and import trade policy, and then from the systematic, comprehensive and dynamic angle to import trade promoting economic growth mechanism and conditions of theoretical analysis, The fourth chapter are the empirical analysis, including from industrial sector overall and departmental angle to department economic growth and import trade relations for empirical research, different element intensive department imports on the promoting function of GDP research and technological progress promoting effect on imports of empirical analysis; Based on the analysis above, the fifth chapter throw out suggestions about the exist problems of our country import trade and how to adjust some trade policy.
