Sky-background radiation parameter is an important parameter ofatmospheric optical characteristic. It is very important in the area ofdetecting and identifying of space target. In this article,sky-backgroundradiation characteristic was analyzed. The principle of radiationmeasurement was introduced. The techniques of low-radiation signaldetecting and metrology of optical radiation were adopted. Theazimuth-elevation platform was applied. A set of measurement system(Themodel is TKFS01) of sky-background radiation parameter was designed. Theprogrammed guidance was implemented. The system can measure thesky-background radiation along the fly trace of space target.Absolute radiation calibration for the sky-light radiation luminancemeasurement system by transferring radiometric radiator and wavelengthcalibration by mercury-arc lamp were implemented. The uncertainty ofcalibration was analyzed.The thesis made use of measurement system of sky-background radiationparameter for measuring experiments and researches about thesky-background radiation luminance. The data acquired by the calibratedsystem was analyzed. The preliminary characteristic of sky backgroundradiation was drawed. The experiment by the measure system correspondedwith theory. By three months’application,it has been proved thatsky-background spectra(0.38~1.1μm) can be acquired by the measurementsystem. More information is provided for application and research.
