With the rapid development of global economy, the depletion of conventional energy has become a severe problem in the world. Intensive use of fossil energy in the past 200-300 years is threatening human people with energy crisis in the near future. Future research, exploration and development of the replacement of conventional energy have been not only important problems in the related field, but also immediate concern of present energy reserves and sustainable development strategy in China. Represented by wind and wave energy, marine renewable energy is an essential part of clean energy. As a vast country with long coast, China has a huge potential energy resource. Thus, taking coastal water of JIANGSU province as a pilot project, researches have been made on the joint development of wind-wave energy in this paper.This paper briefly describes the related work of predecessors. Next, wind energy assessment simulating model of the wind farm project area has been build up to study on the wind energy source in the area. Finally, wind generating capacity under three layout plans of wind turbines has been assessed. Through optimization and comparison, plan II of the layout is selected to develop and construct the wind farm.Then in the next part of wave energy, simulating model MIKE21SW is introduced to build up wave field of the project area. Results of the simulating model show good agreement with the measured data. Annual wave energy of each pile site is calculated respectively in the four modeling wave directions. After comprehensive comparison, the results indicate that wave energy project construction should focus on the wave direction of NE. Annual wave power in 19, 20, 21, 22, 41, 42 ,43, 44 pile sites are much higher than the other ones. So these sites are supposed to be considered as base site of wave energy collection, and can be picked up as preliminary joint development sites of wind-wave energy.
