A large amount of required observation data can be obtained by using GPS simulation technology without field work. The technology can also be used for the optimal GPS site selecting, the best field work planning, the analysis of GPS measurement precision, the reliability research under sophisticated environment and various GPS application researches. Theory, method and error models of GPS simulation are introduced in this paper, and then Visual Basic.Net program language is used for the secondary development based on ArcGIS. A simulation software for static GPS observation based on DEM was developed. Some conclusions are given by analyzing the GPS simulation data. The main research aspects of the paper are as following:(1) The existing problems and the trend of development related to the simulation of GPS domestic and abroad, the idea and research content are given in this paper.(2) Various errors of GPS positioning are analyzed and discussed in detail. The methods of these error models and mathematical models, especially the property and methods of the ionosphere, the troposphere and receiver clock error were investigated.(3) Software of error simulation based on error theory and error models was developed. The errors were calculated according to the planned observation time, broadcast ephemeris, station environment and atmospheric parameters.(4) Visual Basic.net language was used for the secondary development of ArcGIS and a simulation software of the static GPS observation based on DEM was developed.(5) The method of calculating azimuth and elevation angle blocked by the obstacles around the station was investigated in order to judge the satellite signals blocked by terrain.(6) The design of GPS control network and the plan of observation scheme were studied based on the simulation technology. The optimal GPS control network and observation scheme can be obtained through the analysis of different locations, different time using the simulation observation data.
