The Implementation’s Evaluation And Optimization About 《Mairne Functional Zoning Of Zhoushan》

Marine functional zoning system is a basic system which determined by "SEA AREAUSE MANAGEMENT LAW OF THE PEOPLE’S REPUBLIC OF CHINA" and"MARINE ENVIRONMENT PROTECTION LAW OF THE PEOPLE’S REPUBLIC OFCHINA". As early as1999, Zhoushan began to carry out the work of marine functionzoning, and "Zhoushan marine function zoning (revision)" was approved by the ZhejiangProvincial People’s Government to implement in2006. Since the implementation of"Zhoushan marine function zoning", it played a very important role in the integratedMarine Management. However, due to economic, social reasons, it presents a new, higherrequirements to the marine functional zoning. Therefore, in accordance with relevant lawsand regulations, it is necessary to adjust and optimize for "Zhoushan marine functionzoning" based on the scientific evaluation of the implementation of "Zhoushan marinefunction zoning".This article first elaborates the effect that to evaluate the implementation of "Zhoushanmarine function zoning" to ensure the smooth implementation of the goals, find and correctimplementation of marine functional zoning issues,then analyzed the current status and theproblems which exist in domestic and international evaluation of the implementation ofmarine function zoning, and determined the method and the content of the evaluation of theimplementation of marine functional zoning.Through the research based on relevant theoretical foundation, this article discussedthe basic design which should be fellow in the implementation of marine functional zoning,proposed from the implementation and the executive effect of marine functional zoningboth to build the basic structure of evaluation index system, established the evaluation ofthe implementation of marine functional zoning steps.On this basis, using qualitative analysis with quantitative evaluation method, made anempirical study on the implementation of "Zhoushan marine function zoning". The resultsshow that the implementation of "Zhoushan marine function zoning" is in good condition,the results are obvious, also pointed out that the implementation of marine functionalzoning is not in place of the aspects and problems in the implementation process.Finally, according to the evaluation results proposed optimization for "Zhoushanmarine function zoning".
