This paper introduces a basic application research which is supported by such research funding:China-Russia (NSFC-RFBR) international (regional) cooperation and exchange programs "Theory Test of Ice Thickness Measurements and Mechanical Strength Based on Physical Properties of Air, Ice and Water(Project Number:60811120556)", Specialized Research Fund for the Doctoral Program of Higher Education of2009called "The Research for Application and Mechanism Method Used in Hydrological Information All-weather Environmental Automatic Monitoring Based on the Physical Property Difference of Air, Ice and Water(Project Number:20091402110004)"and Yellow River Institute of Hydraulic Research’s technology development project "Research And Development of The Automatic Monitoring System of The Yellow River Ice Conditions".China has abundant water resources. With the development of China’s economic development, water conservancy has made a huge development which has become an important pillar of national economic development and people’s living and production. Hydropower is an important part of China’s electric power energy. Currently the location of hydroelectric dams in China is at high altitude northwest or southwest alpine region, where the ice forth is a hidden huge danger to dam safety. It is closely associated with the safety of the reservoir power generation, reservoir and upstream river to measurement of ice thickness and water level in the reservoir area. Seeking an automatic detection method and equipment for hydropower dam ice conditions that suitable for engineering is a problem that many domestic and foreign hydropower design firms and companies have been concerned about but has not yet been resolved.In response to this situation, the author with group member cooperated with the Hydro China Zhongnan Engineering Corporation, accessed to a lot of relevant information and conducted a field investigation, developed a suitable ultra-low power dam ice automatic forecasting system which is based on the detection difference in resistance among ice, air and water method, combined with the GPRS technology and C#winform interface programming technique. And we made engineering experiments in Dangen dam, Batang regional, Sichuan Province in2010. In this thesis, the entire system design process and post-data processing method is mainly introduced, including the following aspects:1. For the special needs in the engineering and test site(Batang County, Sichuan Province, the upper reaches of the Jinsha River):the low temperature, no monitoring and no industrial power supply, The paper presents the design scheme, which has a real-time unattended monitoring capabilities, ultra-low power consumption, a large storage space and can remotely transmit data and commands;2. Using theoretical analysis and laboratory simulation to demonstrates the basic theory of the new method which is based on the detection difference in resistance among ice, air and water and tests its applicability in the special circumstances of the Sichuan-Tibet Plateau;3. Under the guidance of the overall design, this paper gives a detailed description of the system hardware and software design process, which includes remote data transmission experiment using GPRS module and design a PC software according to the C#language and UDP transport protocol;4. For there is singular value exists in ice forecast system on-site data collection, this paper describes the design process of the theoretical basis Ice Conditions Least Squares Change Point Algorithm, which validated by the actual project, greatly improves the accuracy of the ice conditions data. It solved the one of the important problems of using the "detection method based on differences in ice conditions of air, water and ice resistance" engineering and technology into practical application.Through the monitoring of the engineering field system operating status and accessing to data analysis, that the system designed by the authors reached a predetermined design specifications and achieve the intended function. It also showed that dam ice conditions monitoring system is low cost and convenience of operation. It provides a viable way for the ice water situation data detection of dam in harsh environments. In addition, through the analysis of engineering data and equipment operating status, some problems had been found. The thesis analyzes the causes of these problems and also gives recommendations for future improvements.
