With the rapid development of the global economy, the world is facing seriousproblem of environmental pollution and energy crisis, developing new low-carbonenergy is an inevitable choice for every country to implement the sustainabledevelopment of economy, every country depends on wind resources because of cleansafe and renewable. As China’s important old industrial base, the northeast region hasrich wind energy resources. Therefore, using the energy resources has importantstrategic significance for the development of northeast and promoting China’seconomic development rapidly.In the context of global warming, this article study climate change and thedistribution characteristics of the near-surface wind energy in northeast and this hasan important theoretical significance and practical value on wind industrydevelopment plan.Through using the method of wavelet transform, M-K mutations inspection andlinear regression, this paper uses the conventional observation data of wind speedfrom fifty years of1961-2010on conventional meteorological observatory in thenortheast of China, and analyses the characteristics of space and time in the fifty years,including the characteristics of evolution and spatial distribution about the averagespeed of wind in the years and seasons. The result shows that:(1) It is very significant for seasonal variation of Northeast yearly average windspeed. Northeast seasonal variation of the average wind speed is as follows:"bimodal" spring maximum and minimum in summer and autumn is greater than inwinter.(2) M-K mutation test proved that the northeast wind speed is graduallydecreasing, but the rate of decrease has not yet reached a degree of mutation.(3) The distribution of Northeast wind speed is related to the terrain of theNortheast, the specific performance of high value area of the wind speed is mainly inriver valleys, plains, coastal areas. The specific performance of low value area of thewind speed is mainly in mountainous areas.(4) By the empirical orthogonal decomposition, indicating that the average windspeed of the Northeast is mainly characterized by a "unanimous" is changing, theNortheast wind speed overall weaken or strengthen the first. (5) It is the most promising areas to develop of wind energy resources in Tongyu,Tongliao, and Nen River in the north region of Northeast.
