When a destructive earthquake occurred, it can cause great casualties and engineeringstructure damage. Government departments need to start emergency rescue quickly, andthey want to restore people’s life and property loss to the greatest extent with the fastestspeed in the shortest possible time. To assess the earthquake disaster quickly is importantdecision-making basis for government relief, and the rapid assessment of intensity is itsbase. The traditional method for deciding emergency plan is according to the intensitydistribution map that through survey results. This paper puts forward a rapid assessmentmethod and corresponding system about intensity after earthquake in the basis of ArcGISsecondary development, and puts forward the idea and the simple method of rapidassessment about high-rise building disaster in the basis of intensity rapid assessment, andintroduces the function of the system with Fuzhou basin as an example. In this paper themain work is as follows:1.This paper summarizes the latest research dynamic about rapid assessment ofintensity after the earthquake at home and abroad, and on that basis, it researches thedesign ideas of the rapid assessment system about earthquake disaster that bases on GIS, atthe same time, it discusses several key work of developing this system.2.The real-time data receiving procedures have been developed by JAVA language, sothe earthquake data files that are recorded by JOPENS system of Fujian bedrock stationscan be transmitted through cross-platform. Finally, the data files can be dealt by VBlanguage, then the useful data information will be gained and imported into this systemautomatically.3.The rapid assessment system is established. The data files from Fuzhou strongearthquake networks can be rapidly processed by the calculation procedure compiled bymyself, so we can get the earthquake intensity distribution map and acceleration isolinemap about Fuzhou basin in about2minutes. In addition, if strong earthquakes networksdon’t get strong earthquake records, the system can also assess the earthquake disasterquickly according to the earthquake source parameters information from nationalearthquake networks center and the attenuation relationship of acceleration of bedrockstation in earthquake disaster area and the earthquake amplification factor of the area ofvarious kinds of field. 4.Based on the function module of intensity rapid assessment, the function modules ofrapidly assessing high-rise building disaster and people’s feeling in high-rise building aredeveloped. We can know the destruction of high-rise building and people’s feeling in theupper floor in about2minutes, when an earthquake occurs.At last, this paper summarizes the whole contents, and puts forward the furthercontents that will be researched.
