The construction and development of city is constrained by water resource carrying capacity in every aspect. To build a system dynamic model according to the coupling association among water resource, social economic, population and ecological environment is a common method to explore the optimal mode of the development and utilization of water resource.Present a new concept in the backdrop of Eco-city construction on the basis of former study results, select70parameters and build a system dynamic model with the software of Vensim. By comparing the simulation result with the actual data of2005to2010, the model is proved to be effective. Take Sino-Singapore Eco-city located in Tianjin Binhai New Area as an example, to analysis on the water resource carrying capacity trend under five types of mode with parameters about industrial structure, quota of economic water consumption, desalinated water and reclaimed water. Introduce the target system of Eco-city into the evaluation of water resource carrying capacity. Result shows that the water demand of economic is a predominant influence in the water resource carrying capacity, the development of unconventional water resource is effective to improve the ecological environment and alleviate the water shortage. The integrated mode combined with the advantages of industrial structure readjusting, water saving, desalinated water and reclaimed water developing is the optimal way to prove the water resource carrying capacity for Sino-Singapore Eco-city.
