Earthquake is a sudden and inevitable natural disaster, it would release greatenergy and strong vibration which can cause houses collapsed, casualties, trafficparalysis and at the same time easy to cause some secondary disasters such as thetsunamis, debris flow, landslides and so on. All of these will cause great damage tothe social stability and people’s life also property safety. China is an earthquake-pronecountry, over the years it suffered from the earthquake disaster, the author witnessed4.20earthquake occurred during writing. Due to the earthquake itself has thecharacteristics of the sudden and unpredictable, making it is unable to be effectivelypredicted. So timely and effective rescue work after the quake is particularlyimportant. And the efficiency of emergency rescue work relies heavily on scientificand efficient decision-making ability, thus in a certain amount of time constraints, atvarious levels and of various aid decision-making the scientific nature, rationality andaid decision-making timeliness and practicability of the implementation process is keyto the success of the earthquake emergency rescue work. In this case, to scientific andrational formulation of all kinds of aid decision making of each level, to ensure thataid decision making at various levels and implementation of efficient and orderly, youneed to improve the collaborative work of support platform, need comprehensive,real-time, accurate rescue information services, require different levels of rescuecommand auxiliary decision.Based on the above background, the main purpose of this research is to build aset of rescue, information sharing, information processing and services rescuecommand scheduling of earthquake emergency rescue work supporting platform that based on advanced database, GIS, GPS satellite communications, computer networkand intelligent spatial decision technology, and analysing a key technology mainlyinvolved in the process of building this platform. First of all, this paper summarizesthe current research status of earthquake rescue command system at home and abroad,the prevalent of the rescue coordination system in our country at present and somedisadvantages of it. Based on this, advances a kind of "flat combined, coordinatedresponse," the platform construction of ideas, and then analysis some theories andtechnologies which involves in the process of building the platform, this paper gives aconstruction mode which based on service-oriented architecture SOA, the rescuecoordination platform overall structure model and the main function module design,data flow of the system and business process analysis, and gives hardware andsoftware environment in building this rescue coordination platform. Then detailedanalysis of three main function modules of the system and the realization of theirspecific functions, including: regional center rescue coordination system, on-siterescue coordination report client system, the individual rescue information acquisitionsystem. Finally when building the platform it involves a key technology, namely fastearthquake disaster information site access and transmission ability to focus onresearch, combined with individual rescue report information acquisition systemfunction is put forward based on the fast acquisition and transfer the damage of thePDA technology, and gives the PDA terminal software and hardware design anddisplay the simulation interface. Coordinated the work of this paper for the earthquakedisaster provides a certain reference for relief response work.
