Urban gas pipeline network is one of the most important infrastructures for energy transmission. With the development of modern cities, natural gas has currently becoming one of the most widely used sources energy. With the rapid development of City economy, continuous extension of the coverage area of pipeline, underground pipe network quantity, density and the complexity increases rapidly. At the same time, there is a large number of gas pipe network construction and renovation project. Digging and burying gas pipeline in the construction of Urban is common, leading to gas pipeline network accidents frequently which directly affect people’s life and property security.lt is import to build an effective and reasonable safety guarantee system, in order to prevent the sudden pipeline burst accident, corrosion accident of gas pipeline leakage and it is of great significance to guarantee the safe operation for pipelines. For the Urban natural gas pipeline network safety and warning, many scholars have done much research on the theory and method of gas pipeline accident safety warning at home and abroad. Based on the results of these research, Urban natural gas pipeline risk warning and accident emergency is studied further in the thesis.Based on the latest research results at home and abroad, combining with the actual needs of the gas industry, Urban gas pipeline information management and warning system is developed, using GIS technology, database technology, ArcEngine,.Net programming technology. The system is applied for a gas corporation for test and verify. The main research contents and results are shown below:1. Based on natural gas pipeline network risk assessment model, this thesis focuses on the quantitative risk analysis and semi-quantitative risk analysis for gas pipeline network. Combined with gas network physical topology, the thesis analyzes the risk assessment model of the calculation of the steps, improves, summaries and proposes a method to calculate Urban gas pipeline network quantitative risk with multiple pipeline segments, according to the quantitative risk analysis theory. The thesis studies the method for evaluation of pipeline by British scholar Muhlbuer, proposes a method to analyze gas network analyze semi-quantitative risk based on fuzzy mathematics theroy. The method bases on the thought of dynamic management technology, combines with risk index and uses the comprehensive index score to determine the technical ideas of pipeline risk level.2.According to accident emergency model and risk analysis model, using GIS and software engineering technology, three layer structure of the urban natural gas pipeline network warning and management system is designed, which contains data layer, logic layer, application layer. The data layer consists of the basic geographic data, pipeline network geographic data and pipeline device data, etc. The logic layer includes network quantitative, semi-quantitative risk analysis model, gas diffusion model and the accident emergency process model, etc. The application layer realize the query, statistics, analysis and evaluation of the risk, emergency plan generation in system. 3. According to the system overall architecture, using Dot Net, SQL2008, ArcGIS ArcGIS Engine, functions of the system is realized. The system can analyze the pipeline accident warning, auto alarm, compute network risk level, automatically produce emergency processing plan summarize and analyze on the occurred accident, etc. The system can provide data and technical support for the safety management of Urban gas pipeline and the accident emergency rescue.
