The ecological environment of the Three Gorges Reservoir Area is very fragile. With backward economic and social development and sharp contradiction between people, geological disaster frequently happen in the hilly areas. With the construction of the Three Gorges Dam, in some degree, the balance of the original geological environment changed, induced the reservoir bank landslides and other geological disasters furtherly. For example, the Soil Loss phenomenon is particularly prominent. In addition the improvement of the water level in the reservoir area will also inundate a large amount of arable land and decreased per capita arable land area, which will intensify the contradiction between people and land in the reservoir area. As an important part of western ecological environment construction in key areas and the upper reaches of the Yangtze River economic belt, the Three Gorges reservoir area is an important strategic position. Therefore, the ecological problems in the reservoir area is not only related to people’s lives and property safety of the surrounding and downstream areas, but also has a crucial impact on national economic development. At the same time, the Three Gorges reservoir area is an important water source area. Carrying out the green belt of the Three Gorges reservoir area ecological construction suitability evaluation studies can provide a scientific basis for the Three Gorges Reservoir forest ecosystems warning. It is also of great significance to guide land use and vegetation construction reservoir area. In this paper, the problem of the construction of the reservoir area green belt is discussed. Taking Fuling District as an example which occupies an important position in the reservoir area, I establish ecological construction suitability evaluation index system of the green belt in the reservoir area based on geographic information system technology and the potential-limit method. According to the index system, collect data referred to the Fuling District terrain conditions, water-light-heat conditions, soil conditions, and socio-economic conditions. The data includ Chongqing and the surrounding region of49meteorological stations from1971to2000meteorological data, Fuling District1:10000contour vector1:10000land use data, geological disasters data, the Farmland Grading data and text data. Using evaluation of the ArcGIS graphical modeling technology,I built graphic model of the reservoir evaluation unit and calculated based on the10m*10m grid scale green with ecological construction suitability data. In the last, I study based on geological hazard maps and GIS in the green belt construction of space-time configuration. The study results showed that:(1) Fuling District of green belt with ecological construction suitability score mainly concentrated in the60-85.The area of green belt is241,581.57hectares, accounting for82.1%of the region. Area which green belt ecological suitability score greater than60area is257,187.6815hectares, accounting for87%of the region covers and mainly concentrated in the hilly area of the mountain region and mainly distributed in the the higher elevations wood Township, Wuling Shan Bai Tao street.(2) According to the assessment and classification system of the green belt, green belt suitability of ecological construction is classified. Area of15,606.11hectares, accounting for5.3%of the region covers an area of highly suitable (S1); generally suitable (S2) area is157,525.93hectares, accounting for53.5%of the region covers an area of suitable; critical area of84,055.64(S3), accounting for28.6%of the region covers an area of; area of37,079.12inappropriate (S4), accounting for12.6%of the region covers an area of.(3) Based on the land use data and GIS technology, Fuling division is divided into built-up areas and non-building area of green belt. Green belt building region can be furtherly broken down for the construction of basic farmland area of cropland conversion, closing hillsides to facilitate afforestation area of barren hills and green area,its area are as follows:118,404.796hectares,9,323.10hectares,123,159.81hectares,123,159.81hectares.(4) Reasonable practical arrangements are made for the green belt construction project in Fuling District based on the geological hazard mapping and GIS technology. The order of the green belt project is also determined:the recent construction period, mainly related to Jane Town, South powered by the town, Jiangdong Street, and other towns, with a total of27,449.78hectares of green belt project area; interim construction period is mainly related to the large wooden Township, Wuling Shan, Bai Tao street, coke Stone Town, Qingxi Town, Jiangdong Street, litchi streets, and other towns, green belt project The total area of109,014.7hectares; the forward construction period mainly related to Bai Tao street, coke Stone Town, Qingyang Town, the town of Ma Wu, Rowan Township and other towns; The total area of Green Belt project is amount to116,321hectares.
