In this paper, we discuss the current situation of the emissions of nitrogen oxides in China, compare the air pollutant emission standards of thermal power industry at home and abroad, and demonstrate the feasibility of the implementation of the northwest Arid Region of nitrogen oxides emission standards from the aspects of geographical environment, climate characteristics, economic level, environmental quality and others of the "thermal power plant air pollutant emission standards (GB13223-2011). We introduce the Environmental profit and loss analysis theory, take the example of Gansu Power Investment the Jinchang Power Generation Co., Ltd.2x300MW power plant, and analysis the profit and loss of flue gas denitrification under the new standard. Further demonstrated the problems of the implementation of the northwest Arid Region of nitrogen oxides emission standardsThrough specific studies, we draw the following conciusions:(1)National standards for nitrogen oxides requirements is not feasible. The Northwest arid region’s climate, environmental conditions, the capacity of regional atmospheric environment and the degree of environmental sensitivity should be taken into consideration to develop the emission standards suitable for arid regions in northwestern and strengthen the control of key areas’NOx emission at the same time.(2)China’s nitrogen oxides emissions standards of thermal power industry are stricter than that in the U.S., EU, Japan and other countries and regions. The current emission limits are too stringent, which are inconsistent with the national total control and environmental quality standards, and lead to more difficulties in transformation, add more burden to the enterprises, and affect the healthy development of the denitrification environmental industry, fertilizer industry and agriculture.(3) Use opportunity cost method, human capital method, recovery cost method and other environmental profit and loss analysis theory, we calculated that the environmental losses caused by the required liquid ammonia in the production process of flue gas denitrification of Jinchang generating companies’2x300MW thermal power units are up to16803.990thousand yuan. But the environmental benefits of the denitration are only15446.157thousand yuan. Environmental losses caused by the ammonia production is greater than the environmental benefits brought by the flue gas denitrification of thermal power enterprises(4) We suggests that the nitrogen oxides standards of the "Thermal Power Plant Air Pollutant Emission Standards"(GB13223-2011) do not meet the social and environmental characteristics of the Arid Region of Northwest, some problems revealed in its implementation in the Northwest Arid Region. Further amendments should be dealt with the new standard.
