Study On The Effects Of Environmental Policies On Promoting Enterprise To Improve The Technology And Reduce The Pollution

With the aggravation of pollution and increasing environmental awareness all around the world,it has aroused more and more concerns from academic circles and policymaker that how to use environmental policy instruments to provides firms with incentives to invest in environmental R&D.Numerous and Studies have shown that different environmental policies can provide incentives with different level,and market structure can also affect environmental R&D ranking.The limitations of previews literatures are that pay most of their attationa on perfect competitive market structure.In order to overcome these limitations,this paper studies firms’incentive to invest in environmental R&D under duopoly market and emission standards,taxes and tradable permits.The main contents of this paper are as follows:(1) This paper studies the research results of current literatures on how environmental policy instruments affect firms,incentives to invest in environmental R&D, and summarizes their characteristics and insufficiencies.(2) Then I simply introduce different types of environmental policies and their foundations of the economic theory.(3) Based on current research results.this research builds models which quantify the incentives,then compares and analyze them.(4) I developed a numerical exercise on tradable permits and auctioned permits under duopoly market to illustrate and collplement the analytical results of previews findings.(5) Combined with reality of China,this paper puts forward the following suggestions:Firstly,Improve the emission standards policies and the effect of command-control environmental policy;Accelerate the design of the sewage tax,and impose emission taxes to internalize external costs;According to local conditions,and then strengthen the coordination and optimization of the various types of environmental policies;Create a favorable external conditions for the effective control of pollution of the application of economic instruments;Increase pilot ofeconomic incentives of environmental policy.(6) In the end,I summarize the room for improvement in my work and some fields which are worth of further study.
