In recent years, due to the global emphasis on environmental protection, greenhouse gasemissions is gaining more and more attention, especially the rapid development of the CleanDevelopment Mechanism (CDM), offers an opportunity of the development of smallhydropower CDM project.Papers focus on hydropower development in the country selected provinces: Sichuan,Yunnan, Guizhou, Guangxi, Hubei, Hunan, six provinces for the study.First introduce the basic concepts of the Clean Development Mechanism, Including theclean development mechanism and cooperation mechanism, CDM in China’s international anddomestic context, the Clean Development Mechanism (CDM) of the current situation anddevelopment. Including the United Nations Framework Convention on Climate Change and theKyoto Protocol, the United Nations Framework Convention on Climate Change (UNFCCC) andKyoto Protocol Clean Development Mechanism of the concept and methodology of the projectboundary and leakage, baselines, additionality; then expounded on China’s small hydropowerindustry situation, small hydropower CDM project development advantages, small hydropowerCDM development costs and risks, and small hydropower CDM should pay attention to theproblem; on the future of Sichuan, Yunnan, Guizhou, Guangxi, Hubei, Hunan, six provinces andsmall hydropower installed capacity forecastanalysis,2010-2015provincial CO2emissionreductins, CDM projects small water available1,608,700tCO2e; available in SmallHydropower CDM Project926,400tCO2e; Guizhou Province, the new small hydropower CDMprojects receive307,500tCO2e Including he golden age of CO2emission reductions isconsiderable income, improve the environment, enhance economic efficiency, CDM shouldfully understand and grasp the opportunities. Recommends that the Government authoritiesfaced with the current development of small hydropower actual situation and in accordancewith the layout of the province’s overall plan for energy development, the development of smallhydropower CDM project activities in co-ordination, and further promote the province’s smallhydropower rapid, orderly, balanced and coordinated development.
