With the rapid development of industry and economy, expansion of the city, living garbage is increasing rapidly around us every day. In the recent years, the incineration technology has been booming and applied in developed regions in China which shows the advantages of high-temperature detoxification, mass reduction of municipal solid waste. Nevertheless, the problem which is pruduced by potential secondary pollution of municipal solid waste incineration plant has stirred public concerns, especially for the environmental toxics and associated adverse health effects of the emissions of polychlorinated dibenzo p-dioxins and dibenzofurans (PCDD/Fs). PCDD/Fs can cause many serious diseases even cancer. Thus, it is important to control the emissions of PCDD/Fs. And it is very urgent to master the pollution status of PCDD/Fs around the municipal solid waste incineration plant to build effective scheme to control the emissions of PCDD/Fs,.In this paper, we investigated the level of PCDD/Fs and the environmental exposure risk of PCDD/Fs for residents around Shuangqi waste incineration plant in Harbin. And the main point of this paper is as follows. Analyze and investigate environmental impact system, and study environmental impact scheme of construction project.Investigate Shuangqi plant in Harbin to get the relative data of construction situation and waste incineration system of Shuangqi plant. Analyse the concentration of PCDD/Fs in the gas pollutant of Shuangqi plant based on environmental impact assessment system. The concentration of PCDD/Fs is0.1ngTEQ/m3and it comes up to the standard of European Union. Assess the environmental exposure risk of PCDD/Fs for residents living around Shuangqi plant. Finally, conrresponding suggestion on waste incineration system of our country is provided for reference.Through the study of PCDD/Fs handling for environment impact system, we could analyze and assess Dongli PCDD/Fs handling plant, and provide related standarlization of PCDD/Fs emission. Scientific evidence for the site slection and construction of municipal solid waste incineration plant could be obtained which is helpful for the health of citizen.
