Scientific Outlook On Development Of Low Carbon City Construction

With the rapid development of the global economy, many fossil fuels areused as energy of production into industrial production, thereby producing alarge amount of greenhouse gases which directly caused the deteriorattion ofthe global climate the tremendous damage to the living environment ofmankind. Consequently, the steady development of world economy has beenseriously hindered. Climate change becomes the the first concern in solvingthe problem. City is the main place of human production and life.In theprocess of city development, the demand for energy and emissions are themain causes of climate change. Scientific planning,and construction of lowcarbon cities should become the first and foremost concern in dealing withenvironmental problems. China is striding forward on its way ofindustrialization and urbanization, the development of low carbon cities meetthe urgent need of China’s city construction. This paper attempts to conduct afeasibility study on China’s low carbon city development, analyzes thepractices of low carbon cities of developed counries, points out thoseproblems of China’s city construction, such as ageing of industrial structure,lag og technical innovation, and unreasonalble energy structure, whichseriously obstacle sustainable development of China’s economy. This articleadvocates to put the Theory of Scientific Development into the practice oflow carbon city construction by overall arrangement and implementation of"people-oriented" model as the guiding principle in China’s low carbon cityconstruction,striving to achieve the following goals of scientific development:transformation of city industrial structure, strengthening the creativity inenergy and scientific and and technological innovation, with the ultimategoal of building a clean, efficient and low-carbon city life style. In a word,the development of low-carbon city is the means by which we can use tomaintain sustainable development of economy,and it is also the prerequisite of building up the resource saving, pro-environmental and harmonious socialistsociety.
