WebGIS integrates internet into GIS. It has many advantages such as cross-platform, good expansibility, high resource utilization and so on. Environmental monitoring is the basis for environmental management. To further enhance the level of environmental monitoring, access to environmental monitoring data more timely and accurately, and to provide scientific basis for decision-making, it is one of the effective methods and development direction to achieve automation of environmental monitoring, informationization and networking of environmental management by WebGIS technology. Better management and decision support are provided for environmental management department.First of all, this paper introduces the basic theory and technology. Asynchronous communication theory of Ajax technology is detailed. Architecture and features of WebGIS are introduced. The architecture, service management and ArcGIS Server Ajax framework of ArcGIS Server platform are studied specifically.Secondly, this paper studies the content of environmental monitoring and system functions. Combination of HuiZhou city, the existing environmental monitoring data is further sorted and analyzed. After researching of the content of monitoring of soil, water, atmospheric and so on, and combining with the actual situation, environmental monitoring system modules are researched and divided. On the basis of analyzing and summing up of the functions of the environmental monitoring system at home and abroad, system functions are designed, such as basic GIS operations, monitoring data management, query functions and so on.Finally, according to the theory and design of the previous section, the soil environmental monitoring module based on WebGIS is achieved. The development environment is based on ArcGIS Server and Visual Studio.Net2005. After testing of the functions such as GIS operations, monitoring data management, statistical reporting function and so on, the desired results of WebGIS-based environmental monitoring system are achieved. The paper is summarized at the end of the paper. The lack of the paper and follow-up study are mentioned at the same time.
