Flood disaster is one of the most frequent natural disasters which human face. Due to climate change、human impact、the accelerated process of urbanization and so on, the flood occurring more frequently and severely, which left huge loss to society and restrict the development of the society. Flood risk assessment in the study area can be a reference and practical significance to flood control policy-making. Using the Guilin area as the study zone, basing on the formation mechanism of the flood disaster, and starting from the natural and Social properties cause the formation of flood disasters, this article builds a flood disaster risk assessment system, according to the principles of the indicator-select; uses GIS technology and the weighted comprehensive evaluation method to build a flood disaster risk assessment model and adopted the modified hierarchy-analytics to fix the weight coefficients for each evaluated index; Superposes the distribution maps of flood hazard、vulnerability and disaster-mitigate by their respective weights, using the overlay functions of the GIS, to get the Guilin risk-distribution map of flood disaster. Finally, adopts the Classification Of Natural Space in GIS to divide flood-disaster risk area of Guilin city into low-risk areas、sub-low risk areas、medium risk area、sub-high risk and high risk areas. In this paper, the evaluation result may be references to the city flood control department for making decision in the flood control, and provide scientific basis of decision for some related planning-department in the construction of flood-control projects, land development and utilization.
