With the development of the laser technology, the research of laser materials as the core and foundation of the laser technology is very crucial. Laser glass-ceramics materials are a significant breakthrough after the laser single crystal and laser glass. This research aims to develop the phosphate laser glass-ceramics materials with excellent physical properties and spectral properties.The phosphate laser glasses were prepared under high temperature at first, and the temperature of heat treatment was determined by the DSC test. Then the phosphate laser glass-ceramics were prepared by the heat treatment. This paper analyzed the microstructure of the glass-ceramics samples by the XRD test and the SEM test. The results showed that there were distribution uniform of fine grain generated in the phosphate glass-ceramics. This paper tested and analyzed fluorescence spectrum and absorption spectrum, and the influence of Yb3+-doped content on the spectral properties of the glass-ceramics were analyzed and the optimal mole fraction was4%. The emission cross-section and fluorescent lifetime were calculated. The integrated absorption cross section and laser performance parameters were calculated.
